シーラス式SR22型航空機１機のリース契約 入 札 公 告次のとおり一般競争入札に付します。 令和7年8月28日独立行政法人航空大学校理事長 井戸川 眞◎調達機関番号 556 ◎所在地番号 45〇空大会71号１ 調達内容⑴ 品目分類番号 19⑵ 購入等件名及び予定数量 シーラス式SR22型航空機1機のリース契約⑶ 調達件名の特質等 仕様書による。 ⑷ 機体納入期限 令和8年6月30日⑸ 納入場所 独立行政法人航空大学校 宮崎本校⑹ 入札方法 落札者の決定は、10年間のリース料総額が当校の予定価格以下であり、且つ応札者の中で最低の価格で入札を行った者を落札者とする。 入札書に記載する金額については、10年間のリース料総額を記載すること。 落札者の決定にあたっては、入札書に記載された金額の10パーセントに相当する額を加算した金額(当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする)をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約希望金額に110分の100を乗じて算出した金額を入札書に記載すること。 原則として、当該入札の執行において入札回数は２回を限度とする。 なお、当該入札回数までに落札者が決定しない場合には、原則として独立行政法人航空大学校契約事務取扱要領第49条第１項の規定に基づく随意契約には移行しない。 ２ 競争参加資格⑴ 独立行政法人航空大学校契約事務取扱要領第28条の規定に該当しない者であること。 なお未成年者、被保佐人又は被補助人であって、契約締結のための必要な同意を得ている者は、同条中、特別の理由がある場合に該当する｡⑵ 令和７・８・９年度資格審査結果通知書(全省庁統一資格)の「物品の販売」または「役務の提供等」のＡ、Ｂ、Ｃ又はＤ等級に格付けされている者であること。 ⑶ 競争参加資格確認申請提出期限から開札までに、独立行政法人航空大学校所掌の工事請負契約に係る指名停止等の措置要領(平成15年9月1日 空大会第147号)及び航空局所掌の工事請負契約に係る指名停止等の措置要領(昭和59年6月28日空経第386号)に基づく指名停止を受けていないこと。 ⑷ 警察当局から、暴力団員が実質的に経営を支配する者又はこれに準ずる者として、国土交通省公共事業からの排除要請があり、当該状態が継続している者でないこと。 ⑸ 入札参加希望者はリースを予定している航空機メーカーの国内正規代理店との連絡体制が確立していること。 ⑹ 過去に日本国で航空機のリースを行った実績があること。 ３ 入札手続き方法等⑴ 入札説明書等の交付場所〒880-8580 宮崎県宮崎市大字赤江字飛江田652番地2独立行政法人航空大学校 事務局会計課 契約係電話0985-51-1212 FAX 0985-51-1229⑵ 入札説明書等の交付期間令和7年8月28日より令和7年9月24日まで(土曜日、日曜日、祝日を除く。時間は9時00分から17時00分まで。)⑶ 入札説明会の日時及び場所原則として実施しない。 ※必要が生じた場合は、入札説明書配布者に日時及び場所を連絡する。 ⑷ 競争参加資格確認申請書の提出場所及び方法受領期限 令和7年9月24日 17時00分提出場所 上記3(1)に同じ。 提出方法 郵送(書留郵便)又は持参によるものとする。 ⑸ 入札(開札)日時及び場所令和7年10月20日 航空大学校宮崎本校２階 第二応接室４ その他⑴ 契約手続きにおいて使用する言語及び通貨 日本語及び日本国通貨。 ⑵ 入札保証金及び契約保証金 免除⑶ 入札者に要求される事項この一般競争に参加を希望する者は令和7年9月24日までに、入札説明書に掲げる資料を提出し、当職から競争参加資格の有無について確認を受けなければならない。 なお、期限までに資料を提出しない者、又は競争参加資格がないと認められた者は、本競争に参加することができない。 ⑷ 入札の無効本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書、その他入札説明書７(４)に掲げる入札書は無効とする。 ⑸ 契約書作成の要否 要⑹ 落札者の決定方法独立行政法人航空大学校契約事務取扱要領第５条の規定に基づいて作成された予定価格の制限の範囲内の最低価格をもって有効な入札を行った入札者を落札者とする。 ⑺ 手続きにおける交渉の有無 無⑻ 詳細は入札説明書による。 ５ Summary(1) Official in charge of disbursement of the procuring entity: MakotoIdogawa, President of the IAI, Civil Aviation College.
