米国のエネルギー政策動向及び中東地域等に対する米国政策等に係るコンサルタント業務 Request for proposal for consulting services related to the general trends in U.S. energy policy andadvisory service on U.S. policy toward Middle East and Asian regionsJanuary 21, 2026MORI HiroyukiExecutive Vice President, Member of the Board, Energy Business UnitJapan Organization for Metals and Energy Security (JOGMEC)JOGMEC invites proposal submissions for “consulting services related to the general trends in U.S. energy policy and advisory service on U.S. policy toward Middle East and Asian regions”. Parties whowish to apply for this request for proposal (“RFP”) should submit a proposal in accordance with thefollowing instructions. 1. Scope of work(A) Providing reports frequently with in-depth coverage on the following subjects;(a) General trends in US energy policy・ Key developments in the North American oil and gas upstream-middle-downstream industries・ US policy towards domestic oil & gas development・ US policy regarding environmental and regulatory issues, as its impacts the oil and gas sector・ US policy regarding decarbonization including carbon capture, utilization and storage (CCUS) andclean fuel (e.g., hydrogen, fuel ammonia and ethanol)・ US congressional discussion on the above issues(b) General trends in US policy towards the Middle East・ US policy regarding energy security in the Middle East region・ US policy regarding oil exploration projects in key producing countries(c) US policy towards Saudi Arabia・ US priorities and perspective regarding Saudi Arabia’s strategic importance to energy security(d) US policy towards Iraq・ US perspective and policy regarding oil exploration projects in Iraq(e) US policy towards Iran・ US priorities and perspective regarding Iran’s strategic importance to energy security・ US-Iran relations and US sanctions policy・ US policies towards investment in the Iranian oil sector(f) General trend in Latin America・ Key oil & gas sector developments in high potential reserve countries, especially focusing onVenezuela, Mexico, Colombia, Brazil and Argentina・ Political & economic situation in such countries・ Decarbonization projects and the forecasts including carbon capture, utilization and storage(CCUS) and clean fuel (e.g., hydrogen, fuel ammonia and ethanol)(g) US policy towards Asian region・ US priorities and perspective regarding the region’s strategic importance to energy security andspecific issues requested by JOGMEC・ US trend regarding decarbonization including CCUS and hydrogen and fuel ammonia toward Asia・ US-China relations in the energy sector and climate change initiatives・ US general diplomatic trend toward Asia(B) Monthly updating JOGMEC on the introduction of legislation in the US Congress that may influenceoil and gas producing countries, outlining key provisions and status. (C) Meeting with representatives from JOGMEC's Washington office on a periodic basis and an as-needed basis from JOGMEC to discuss these issues. 2. Contract TermFrom April 1, 2026 (tentative) to March 31, 2027. 3. BudgetTotal budget is equal to or below USD99,640. This is NOT the contract price and is the maximumlimit of the budget. The quotation shall NOT exceed the above-mentioned budget. The costperformance will be included in the evaluation criteria. 4. Qualification Requirements to become a Contractor:A) A potential contractor must have:・ capability of implementing he Scope of Work described in Item 1. ・ sufficient track records of the Scope of Wok described in Item 1. ・ financial and human resources necessary to carry out the Scope of Work described in Item 1. ・ high level of capability of intelligence-gathering and analysis to understand the generaltrends in U.S. energy policy. ・ deep knowledge of the politics, economy, and upstream oil industry of the Middle East, SouthAmerica and Asian regions, and the U.S. strategy toward the regions. ・ professional experience in the U.S. government or a relevant research organization. ・ communication with JOGMEC in Japanese or English. ・ necessary human resources in U.S. ・ necessary contacts and meetings with JOGMEC HQ and Washington office when JOGMECrequests. B) A potential contractor must be:・ (Only for entities who are registered in Japan) a business entity who shall have governmentalqualifications; A, B or C rank in ”Service” of Reiwa 07・08・09FY (FY2025, 26 and 27)“Zenshocho Toitsu Shikaku”. ・ a business entity who shall not be under a suspension of business order as instructed by theJapanese government administrative organization. ・ a business entity who shall not come under Article 3 of “Public announcement on thequalifications for participating in the tendering procedures by Japan Organization for Metalsand Energy Security.”・ not consign, subcontract, nor outsource (hereinafter “consignment”) material part of its plan,proposal, nor its execution. (This condition shall apply to the consignee, and to all its sub-consignees). (Note: the word consignment is used as general term to consignment of anykind). If any part of this Work is consigned to anyone, an applicant shall not use the reason of beingan affiliated group entity as a valid qualification for such consignment. (This condition shallapply to the consignee, and to all its sub-consignees). Definition of affiliated group entity are as follows:• Stock company, etc.: “membership company” defined in article 2.3.22 of theRegulations on Corporate Accounting(Ministry of Justice Order No. 13 of 2006)• Incorporated association, etc.: “subsidiary” defined in article 2.4, and “member”defined in chapter 2 section 2 of the Act on General Incorporated Associations andGeneral Incorporated Foundations. • General incorporated foundations etc.: “subsidiary” defined in article 2.4, and“councilor” defined in chapter 3 section 2 in the Act on General IncorporatedAssociations and General Incorporated Foundations. If part of the Work is consigned, and the monetary amount of such consignment is more than50% of the total amount of this contract (including consumption tax and local tax), areasonable explanation for such consignment should be attached to the proposal. (Thiscondition shall apply to the consignee, and to all its sub-consignees). 5. JOGMEC will not bear any costs incurredby the Contractor in the process of preparation and submission of the proposals. 7. Evaluation of Proposals(1) Evaluation CriteriaThe proposals submitted in response to RFP by the deadline will be evaluated based on the criteriaspecified in the Appendix 2, “Evaluation of Proposals”. (2) Certificates of Work-Life Balance Promotion *1 (optional)If applicants have any certification, action plan, or confirmation notice on work-life balancepromotion etc., as listed below, the copies of those documents shall be submitted.  Certification based on the Act on Promotion of Woman’s Participation and Advancement inthe Workplace (“Eruboshi” or “platinum Eruboshi” certification) awarded by the Minister ofHealth, Labour and Welfare, Government of Japan (applies to corporations that fulfill thestandards with respect to working conditions, such as working hours) Certification based on the Act on Advancement of Measures to Support Raising NextGeneration Children (“Kurumin”, “Try Kurumin”, or “Platinum Kurumin” certification)awarded by the Minister of Health, Labour and Welfare, Government of Japan Certification based on the Youth Labor Welfare Act (“Youth Yell” certification), awarded bythe Minister of Health, Labour and Welfare, Government of Japan Submitted action plan for business owners under the Act on Promotion of Women’sParticipation and Advancement in the Workplace (applies to corporations with 300 or lessfull-time employees) Confirmation notice (for non-Japanese companies) which shows a work life balancepromotion company equivalent to the companies with the above certificates, issued by theDirector of Gender Equality Bureau Cabinet Office of Japan*1 The government of Japan has been promoting women’s participation andadvancement in the workplace by means of encouraging companies to improve theirwork environment. As part of this policy, the government awards the certificationmentioned above to the companies which meet certain criteria, then evaluates thosecompanies higher than ones without such certification in the competitive bidding ledby the government. In line with the governmental policy, JOGMEC evaluates the statuson efforts to improve work environment, such as work-life balance, of each applicant,then provides additional points in the evaluation process to the applicants with theabove-mentioned certificates etc. (3) Result of EvaluationThe evaluation result (name of the selected Contractor) will be disclosed on JOGMEC’s websitewithin 72 days (93 days for contracts concluded in April) from the contract execution date. Notethat the evaluation process will not be disclosed. 8. Note:(1) The language(s) used on this contract are/is Japanese or English. (2) The currency used on this contract is USD. (3) JOGMEC will use the proposal solely for the purpose of the evaluation of the work. (4) This contract stands on the premise that the fiscal year 2026*budget for this item is approvedand JOGMEC undertakes this research in fiscal year 2026. *April 2026-March 2027(5) Any matters not specified in this notice shall be settled upon consultation with JOGMEC. 9. The point allocationis 89, 25 and 4 points respectively, for a total of 118 points. The applicant with the highest total score fromfive evaluators will be selected as a candidate for the contractor. Each evaluation part is described asfollows. (1) Technical Evaluation (89 points)All the technical criteria and their point allocations are given in Table 1. The technical criteria to beevaluated are divided into mandatory items and additional-point items. If the proposal satisfies thecriteria for all the mandatory items, full score will be given for each mandatory item automatically. Onthe other hand, if the proposal does not satisfy the criterion for any one of the mandatory items, thenthe proposal will be rejected. For the additional-point items, additional points will be scored using thefollowing the matrix given in Table 2.
