大阪国道管内低濃度PCB廃棄物（歩道橋桁）運搬処理作業 - 1 -入 札 公 告次のとおり一般競争入札に付します。 令和７年５月１３日支出負担行為担当官近畿地方整備局長 長谷川 朋弘◎調達機関番号 020 ◎所在地番号 27１ 調達内容(1) 品目分類番号 ７８(2) 調達件名及び数量大阪国道管内低濃度ＰＣＢ廃棄物(歩道橋桁)運搬処理作業 一式(電子調達システム対象案件)(3) 調達件名の仕様等 入札説明書等による。 (4) 履行期限契約締結の翌日から令和８年３月３１日まで(5) 履行場所大阪府枚方市北山１丁目他１箇所(6) 入札方法入札書に記載された金額に消費税及び地方消費税の税率を乗じて得た額を加算した金額- 2 -(当該金額に１円未満の端数があるときは、その端数金額を切り捨てた金額とする。)をもって落札価格とするので、入札者は消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約希望金額から当該金額に係る消費税及び地方消費税に相当する額を減じた金額を記載した入札書を提出すること。 原則として、当該入札の執行において入札執行回数は２回を限度とする。 詳細は入札説明書による。 (7) 電子調達システム(ＧＥＰＳ)の利用本案件は、申請書等の提出、入札及び契約を電子調達システムで行う対象案件である。 なお、電子調達システムによりがたい場合は、紙入札方式参加願、紙契約方式記名押印願を提出し、紙入札方式、紙契約方式に代えることができる。 ２ 競争参加資格(1) 予算決算及び会計令(以下「予決令」とい- 3 -う。)第 70 条及び第 71 条の規定に該当しない者であること。 (2) 令和７・８・９年度国土交通省競争参加資格(全省庁統一資格)「役務の提供等」Ａ、Ｂ又はＣ等級に格付けされた近畿地域の競争参加資格を有する者であること。 なお、当該資格に係る申請については、「競争参加者の資格に関する公示」(令和 7年 3 月 31 日付官報)の別表に記載されている申請受付窓口(近畿地方整備局総務部契約課ほか)にて随時受け付けている。 (3) 申請書等の受領期限の日から開札の時までの期間に、近畿地方整備局長から指名停止を受けていないこと。 (4) 会社更生法に基づき更生手続開始の申し立てがなされている者又は民事再生法に基づき再生手続開始の申し立てがなされている者(「競争参加者の資格に関する公示」に基づく「会社更生法及び民事再生法開始に基づく更生手続の決定等を受けた者の手続」を行っ- 4 -た者を除く。)でないこと。 (5) 入札説明書及び図書等を 3(3)の交付方法により、3(4)の交付期間に電子調達システムから自ら直接ダウンロード、または支出負担行為担当官から直接交付を受けた入札説明書及び図書等により作成した申請書を提出した者であること。 (6) 警察当局から、暴力団員が実質的に経営を支配する者又はこれに準ずる者として、国土交通省が発注する業務等からの排除要請があり、当該状態が継続している者でないこと。 (7) 下記１)ア)①②の要件を満たす単体企業、もしくは２)から４)のいずれかの要件を満たす者であること。 １)ア)①低濃度ＰＣＢ廃棄物について、廃棄物の処理及び清掃に関する法律第１５条の４の４の第１項に基づき、環境大臣から無害化処理の認定を受け、かつ、鉛について、同法律第１４条の４の- 5 -第６項に基づき、都道府県知事等から特別管理産業廃棄物処分業の許可を受けた者(同法律第１４条の５の第１項の変更の許可を含む)。 ②低濃度ＰＣＢ廃棄物について、廃棄物の処理及び清掃に関する法律第１５条の４の４の第１項に基づき、無害化処理の大臣認定を受けた認定証に「収集又は運搬の有無」の区分が「有」と記載されており、かつ、鉛について、同法律第１４条の４の第１項に基づき、積み込む場所及び積み下ろす場所を含む区域を管轄する都道府県知事等から特別管理産業廃棄物収集運搬業の許可を受けた者。 (同法律第１４条の５の第１項の変更の許可を含む)。 -
